LONDON (Reuters) -Russian President Vladimir Putin has signed a legislation permitting the mobilisation of people that have dedicated critical crimes, RIA information company stated on Friday.

The legislation excludes these convicted of kid intercourse abuse, treason, spying or terrorism, RIA stated.
